Symptoms
An attempt to restart a stopped VE in CCP v2 results in the error message:
FAILED TO REBOOT SERVER "SERVER-1000161-1"

The same usecase does not lead to the error in CCP v1.
Cause
The behavior is planned to be improved in scope of CCU-15239.
Resolution
Presently there is no workaround to avoid the error message.
