Billing APS entities synchronization task hangs on resource collection

OA-11526 Billing APS entities sync ChangeNotifications Resource with UID not found

Symptoms

Operations Automation periodic task "Billing APS entities synchronization" is not running and cannot be started causing multiple issues with APS - Billing synchronization:

There are discrepancies in newly created objects, like accounts, users, subscriptions, etc.
It is not possible to create a new account. The error like this appears in the Control panel:

HTTP server returns error with code 404: Resource with UID '...' not found.

And many more alike issues due to multiple unprocessed tasks are stuck in "ChangeNotifications" table on the Billing side.

Cause

Such incorrect behaviour is caused by task hanging "Billing APS entities synchronization" during resource collection. It is recognized as a software bug with ID #OA-11526.

Resolution

To work around the issue, restart the Management Node services following this knowledge-base article.

A fix is planned in future software updates.
