Not possible to place an order for a plan switch: Resource type #XXX does not exist..

Symptom

It is not possible to place a new order for a subscription plan switch using a Provider/Reseller Control Panel or CCPv1. An error message is shown on the last step of the wizard:

Platform error #error_code #2006, extype_id #15, module_id #ResourceManagement, Resource type #XXX does not exist..

Where resource #XXX is a Measurable resource that is included in the destination Service Plan but does not exist in the source plan.

Cause

The platform tries to collect usage of the resource #XXX from OA since the resource is configured as Measurable. But due to the resource is yet not installed to the subscription, OA reports negatively with an exception. This behavior is considered incorrect. It will be fixed in the scope of software bug OA-14881.

Resolution

It is possible to change the subscription Service Plan by placing an order from UX1.
